LISGIS Releases Final 2008 NPHC Results By Alva W. Wolokollie Courtesy:Liberian Observer May 18, 2009 MONROVIA,The
final results of the National Population and Housing Census (NPHC) held
in March 2008 have been announced with a new population figure of
3,476,608, about 12,000 less than the one released in the provisional
results. Amara Conneh, Chairman of the Census Commission, made the pronouncement of the final 2008 NPHC results. Conneh, who is also Minister of Planning and Economic Affairs, told journalists on Friday, May 8, 2009 during a press conference that the final 2008 NPHC had shown a decrease in the total population by 12,464. The provisional results released by the Liberia Institute of Statistics and Geo-Information Service (LISGIS) on June 20, 2008 placed the population of Liberia at 3,489,072. He said the final figure fell within the official population projection of 3,238,000 and the population estimate of 3,511,618. He explained that the two figures were calculated by multiplying the number of households covered under the 2008 Census geographic mapping exercise and the average household size obtained from the pilot census. Minister Conneh added that by international standards, the difference fell within acceptable statistical limits. He noted that the final results revealed that the growth rate of Liberia was 2.1% per annum. Comparing the figure with other countries in the West African sub-region, Minister Conneh pointed out that Liberia's growth rate was within the same range; Ghana at 2.1%, Sierra Leone 1.8%, Guinea 2.2%, Cote d'Ivoire 1.6% and Nigeria 2.2%. Additionally, he informed observers and reporters at the conference that the United Nations Human Development Report of 2007-2008 gave an estimated population of 3,442,000 for Liberia. Later in his briefings at the news conference, the Minister dispelled rumors that LISGIS had been under immense pressure both from the National Legislature and some eminent persons in the society to release the final census results. “We were never under pressure to pronounce this final result,” he pointed out. He added that if the Commission were under pressure, the final result would have been announced long time ago. Chairman Conneh went on to explain that in the final reports, totals were broken down by county, district, urban, rural, age and sex. Demographers, statisticians, mathematicians, economists and individuals from all professional spheres within Liberia and from abroad were part of the process, he disclosed. Conneh, however, emphasized that the release of the final results of the census did not end the census exercise, indicating that the next phase was the analysis of the results and that LISGIS would continue with the task. On May 31, 2007, the National Legislature of the Republic of Liberia approved an act entitled, “An Act Authorizing the Executive Branch of Government to conduct the National Census of Liberia.” The process started with the conduct of a geographic planning exercise which resulted in the demarcation of Enumeration Areas (EAs) and formed part of the national sampling framework. It was followed by a field enumeration exercise which took place in March 21-31, 2008. The Chairman of the 2008 NPHC expressed the hope that the result would go beyond the Threshold Bill and that the three branches of government would work together, using the result as a tool for development planning for Liberia to be able to rise from the ashes of years of devastating civil disorder. The 2008 NPHC is the first post-war exercise and also the first census to be conducted in Liberia in 24 years. |
