Government of Liberia (GOL) through the Ministry of Planning and
Economic Affairs has admitted miserable failure in the implementation of
its benchmarks set for the first year relative to its Poverty Reduction
Strategy (PRS). Addressing a news conference at the Ministry of
Information, Culture and Tourism (MICAT), on Capitol Hill in Monrovia yesterday, the Minister of Planning and Economic Affairs, Amara Konneh startlingly told journalists that at least 20 deliverables representing 18 percent out of 107 deliverables earmarked for the first year of the PRS implementation were achieved. He indicated that several ministries and agencies that are strategic to the implementation of the PRS deliverables did not meet the deadlines as provided in the PRS documents. He told the crowded news conference these ministries were all summed up in an off-track category. According to the Liberian Planning and Economic Affairs Minister, all of the ministries started the “Lift Liberia” program together, but some had glumly failed to reach their target within set timeframe. Minister Konneh added that majority of the deliverables, during the foundational year, were focused on implementing policies signed to drive the rest of the agenda. The Planning Minister, however, characterized the latest report on the implementation of the PRS as the initial results and progress from April 2008 to April 2009. The Minister said the deliverables include a brief outlook of the Liberian economy. Considering the 107 interventions in the four pillars that the Government committed itself to implement, Minister Konneh accentuated that a total of 20 deliverables, accounting for approximately 19 percent of the total first year's deliverable have been successfully implemented. Minister Konneh: “14 deliverables, representing about 13 percent have been initiated and on track and 73 deliverables, representing approximately 68 percent are off track. The minister interpreted this situation, saying 'those ministries and agencies have missed the scheduled period.' The four pillars under the PRS are security, economic revitalization, governance and Rule of Law and infrastructure and basic social services. He pointed out that implementation of these pillars were critically analyzed to provide a comprehensive progress for the benefit of Liberians involved in crafting the 'Lift Liberia' program. Konneh posited that the stock-taking on the PRS program was also a means of demonstrating government's sincerity in the fight against poverty throughout the country. He further disclosed that under the Security pillar of the PRS, which is crucial to providing an enabling environment for sustainable economic growth, only one deliverable, representing nine percent out of 11 deliverables was achieved. He however injected that nine security deliverables, representing 82 percent are off track. As for the economic revitalization pillar, which is to establish a stable and secured environment for sustainable economic growth and development, according to the minister, was expected to complete 46 interventions in the first year. However, he reported that this pillar was only able to complete 11 of the 46. Touching on the Governance and Rule of Law Pillar which had about 18 deliverables to complete, four deliverables, representing 22 percent were completed. Under the fourth pillar, which relates to Infrastructure and Basic Social Services, a total of 32 deliverables were expected to be completed within the period under review. However, the minister disclosed, out of the 32 deliverables, only four representing 13 percent were completed, while 28 percent are on track to be completed. He added that 19 or 59 percent of said deliverables are off track. Meanwhile, the Planning Minister named human capital as a pivotal component that was lacking for the successful implementation of the PRS deliverables. He said government has identified shortfalls and was doing everything within its scope to ensure successful implementation of the PRS agenda that ends in 2011. The PRS was launched in 2008. |
